코리 닥터로우가 ‘보잉보잉’에 쓴 한국의 필리버스터에 관한 글

서기호 정의당 의원이 지난 금요일(26일) 국회 무제한토론(필리버스터)에서 <리틀 브라더>를 소개하자 누리꾼들은 이 상황을 거의 즉각적으로 <리틀 브라더>의 작가 코리 닥터로우에게 영어로 제보를 했습니다. 코리 닥터로우는 이에 즉시 해당 사안에 대해 블로깅을 하겠다고 반응했고, 몇분 지나지 않아 한국의 테러방지법과 필리버스터에 관한 글을 자신이 공동편집자로 있는 블로그인 ‘보잉보잉’에 올렸습니다. ‘보잉보잉’은 월 방문자수가 수백만명에 달하는, 뉴욕타임즈보다 영향력이 크다고 알려진 세계 10대 블로그입니다.

한국 국회의원이 ‘테러방지법’에 대한 필리버스터 중 <리틀 브라더> 인용

Since 2001, authoritarians in the South Korean government have been attempting to pass mass surveillance legislation, and they have seized upon the latest North Korean saber-rattling as the perfect excuse for ramming it through the SK Parliament.

한국 정부의 독재자들은 2001년부터 대중을 감시할 수 있는 법안을 통과시키려 시도해왔다. 그리고 최근 일어난 북한의 무력시위를 국회에 그 법을 밀어붙일 완벽한 구실로 삼았다.

Members of the opposition Minjoo Party have vowed to block the legislation by staging the first Korean parliamentary filibuster in more than 45 years. To succeed, they will have to keep their filibuster running until March 11, speaking without pause, in relays.

야당인 민주당 의원들은 한국 국회에서 45년 만에 처음으로 필리버스터로 그 법을 막자고 의결했다. 이를 위해서는 3월 11일까지 멈추지 않고 필리버스터를 이어나가야 한다.

As I type these words, a member of parliament called Seo Ki-Ho is reading aloud from the Korean editon of Little Brother, my 2008 YA novel about children who organize resistance to surveillance in San Francisco after a terrorist attack. The translation was published in 2015, with a special introduction I wrote about Korea's surveillance culture. 

내가 이 기사를 쓰고 있을 때, 서기호 의원이 <리틀 브라더> 한국판을 큰 소리로 읽었다. <리틀 브라더>는 2008년에 내가 발표했던 청소년 소설로서, 샌프란시스코에서 테러리스트의 공격 이후 진행된 감시에 맞서 저항을 조직하는 아이들에 대한 이야기이다. 나는 한국판의 특별 서문으로 한국의 감시 문화에 대해서 썼다.

The Korean national intelligence service was embroiled in a scandal in 2014 when it was revealed that the director of national intelligence had flooded online message boards with fake comments lauding president Park Geun-hye, who was running for election on behalf of the incumbent party; and libelling the left-wing candidate, Moon Jae-in, as a "North Korea-loving stooge." The chief spy was sentenced to three years in prison. Park won the election. 

한국의 국가정보원은 2014년 스캔들에 휘말렸다. 국정원이 당시 여당의 대통령 후보였던 박근혜 대통령을 찬양하고 좌파 후보인 문재인이 ‘친북 괴뢰’라는 거짓 댓글을 인터넷 게시판에 무더기로 올린 사실이 발각되었기 때문이다. 국정원장은 3년형을 선고 받았다. 박근혜는 선거에서 이겼다.
